Resource allocation involves the act of designating a given person, based on skill and availability, to a specific job task, for a given amount of time. When resource allocation is done well, the result is assigning the best people to the task with the right price tags attached. When spreadsheets are used for resource allocation, the result is often that somebody discovers there is a conflict once the conflict has occurred.
